Postal Ballot fiasco

ITANAGAR, Apr 17: The process of delivering postal ballot (PB) is faced with a major glitch as many govt. employees who were engaged by the Election Commission of India (ECI) for the April 9 polls in Arunachal Pradesh are yet to receive their postal ballot.

Many employees have expressed their concern at the delay and has raised question at the postal ballot dispatch and delivery being handled by the various DEOs.

Even those people who have filled the Form 12 in order to cast their postal ballot are unable to do so as PBs were not issued.

It remains to be seen as what actions will be initiated by the Election Commission of India for the employee for being deprived of their constitutional right.

 

20th Tekang Etor Football Tournament begins

ITANAGAR, Apr 17: The 20th Tekang Etor Football Trophy 2014 began at Tekang village near Pasighat yesterday.

A record number of 44 soccer teams from different villages of East Siang district are participating in the tournament which will be played on knock-out basis.

The tournament is being organized as part of the Etor/Lutor festival and to expose the hidden budding soccer talents as well.

Attending the opening ceremony, Pasighat Municipality chief councillor Denong Tamuk, asked the players to maintain sportsman spirit and avail the opportunity of the tournament to show their latent talents.

Gone are the days when players used to play football with muscle power, he said while advising them to strictly follow the rules and regulations as prescribed by FIFA.

He also appealed to the football lovers/audience to cooperate with the organizing committee for smooth conduct of the tournament.

The inaugural match was played between Boying Soccer Club and Bilat Sporting Club in which the former won the match by margin of 2-1 goal.

The final match is scheduled to be played on May 19. Dozens of PRI leaders and GBs were also present during the inaugural function.

 

Hailstorm hits Daporijo

DAPORIJO, Apr 17: Hailstorm coupled with gales and heavy rains hit Daporijo yesterday evening and blew away roofs of many houses.

Though there was no report of casualty, the storm blew away roofs of many houses, including the office building of the Project Director and other buildings in the DC’s office complex here.

The sudden and unexpected rain flooded the entire Daporijo township and water entered into houses in many localities.

Residents were seen busy whole night in evacuating rain water from their houses. Many areas were also waterlogged.

Sunny and pleasant afternoon suddenly turned gloomy as clouds covered the sky before occurrence of the hailstorm, which lasted for about 10 minutes.

 

INC candidate alleges anomaly in EVM of Taba polling booth, demands enquiry

ITANAGAR, Apr 17: The contesting INC candidate of 21-Koloriang (ST) Constituency Lokam Tassar has alleged anomaly in the EVM used during poll in 24-Taba polling station under Damin Circle.

In his complaint letter addressed to the Kurung Kumey DEO, he appealed for constitution of a board and thorough inspection of the EVM in presence of the polling agent of all affecting political parties.

“The EVM was in captive of my political opponent from PPA for more than eight hours after a group of men snatched it from the polling team on April 10 at Rengchi Poriang village. He must have tempered with the paper seal or the EVM,” he claimed asking for repoll in the said polling station if any error is detected during inspection.

 

Renovation work

NAHARLAGUN, Apr 17: The Arunachal Bhawan, Kolkata will not be available for accommodation to officials and general public for next three days due to ongoing renovation work of the building, informed Deputy Resident Commissioner, Kolkata, Bijoy Talukdar.

The officials of Deputy Resident Commissioner, Kolkata, however, shall assist commuters in finding accommodations in hotels and guest houses near Arunachal Bhawan. DIPR

Missing poll official found dead

ITANAGAR, Apr 17: Mathew Dabi, a poll official who went missing on 9th April from Siine village under Boleng circle of East Siang district was found dead today. According to the SP East Siang D Arya his body was found this afternoon two kilometer away from Siine village in a gorge. The cause of death will only be ascertained after post mortem is done, SP added.

He further informed that they have written for post mortem to be carried out at Pasighat General Hospital. The body of deceased will be brought to Pasighat tomorrow.

The news of his death has traumatized the family members. His wife has appealed to the concern authorities to constitute team of doctors from Pasighat General Hospital to conduct post mortem as he died under mysterious circumstance. The family of late Dabi also refused to let post mortem be performed at Boleng hospital.

Meanwhile,  Galo Students Union (GSU) has questioned the delay in starting search operation to trace out late Dabi. GSU Vice-president Chige Boje said precious time were lost before district administration started search operation and also claimed that only on April 15 they started actual search operation. While questioning the role of presiding officer, Boje said entire episode should be investigated to find out the truth. He further added that poll officials who accompanied late Dabi did not intimate the election commission about the missing incident. While expressing shock over this, Boje said those officials should be questioned properly by the police.

Ramle Banggo Welfare Society General Secretary Kayi Dabi has also questioned the role of presiding officer and other poll personnel for not responding immediately to the situation.

He questioned, why no effort was put to locate Dabi eventhough he went missing as the polling process was in progress. He further asked why no missing report was lodged with the Boleng Police by the polling team even as the team let Siine without Dabi.

 

 

Govt. approves time bound promotion to MOs, specialist doctors

ITANAGAR, Apr 17: The Government of Arunachal Pradesh has approved the Time Bound Promotion (TBP) entitled under Arunachal Pradesh Health Services Cadre Rule (APHSCR)-2000 to 20 general duty medical officers (Modern Medicine/AYUSH), three dental surgeons and six specialists.

The seniority of the doctors in the promotion grade would be regulated on the basis of their inter-se-seniority in their respective grades as determined by the Govt. from time to time in accordance with APHSCR- 2000, according to an official release. Meanwhile, Arunachal Pradesh Doctors’ Association (APDA) has expressed gratitude to Chief Secretary HK Paliwal and Secretary (Health) Indira Mallo for the approval of the TBC which will boost the morale of the doctors to rededicate themselves in public service.

APDA also hoped that DPC of remaining officers will also be completed soon including that of the Jt. DHS.

 

 

BJP accuses Congress of ‘Talibanization of election process’

ITANAGAR, Apr 17: Bharatiya Janata Party (BJP) Arunachal Pradesh today accused the ruling Congress of ‘Talibanization of the election process’ in Arunachal Pradesh.

"The BJP highly condemns the Talibanization of the election process in state  and also condemns the State Election Commission for the incidents that took place between March 25 last to April 13 last, despite repeated complains being registered by the party".

Addressing the media persons at the party headquarters here, BJP state unit president Tai Tagak alleged that the Congress workers orchestrated a series of poll related violence at various places where  the  BJP candidates were sure to win.

Giving details of the poll-related violence allegedly carried out by the Congress workers under 06-Thrizino-Buragaon assembly constituency, BJP alleged that on March 25 last the Scorpio vehicle of ZPM Gijay Jebisow was completely burnt down by Congress workers at Dahuang village under Singchung Circle, West Kameng district. On March 26 last ‘Scorpio’ of ZPM Maloti Sasusow and motorbikes of two BJP workers were also burnt down at Singchung ADC HQ.

On April 12 last, Bhallukpong Bazaar Welfare Committee Chairman and BJP polling agent of Lower Bhallukpong Model Village Sanjay Libasow was attacked with sharp weapons and was grievously injured at Lower Bhallukpong. Later that day the personal vehicle of one Tage Loddar was also completely burnt down at Lower Bhallukpong-Kula Camp, it said.

On the same day Jeram Khonjuju, State Council Member of 06-Thrizino-Buragaon, West Kameng district was also attacked with sharp weapons and had sustained grievous injuries. He is currently undergoing medical treatment at Tezpur, informed the BJP.

On April 13 last, the houses of BJP polling agent of Sissa polling station Tsering Sagro and BJP polling agent of Sissa village was burnt down completely at Sissa Village, West Kameng district. The house of BJP worker Nichow Sorisow and shop of his son Amrit Sorisow was also completely damaged at Buragaon under Jamiri Circle, West Kameng district. They both were further beaten up and hospitalized. Amrit has been referred to GMC Hospital Guwahati by the doctors of Sinchung Health Unit, the BJP further informed.

Some persons were arrested regarding the incidents of March 25 and 26 last but had been released later, Tagak lamented. However, after intervention of Chief Minister Nabum Tuki, DC went to the spot and assured full compensation.  “Despite assurance to compensate the losses, similar incidents occurred on April 12 and 13 last. There is still a dangerous situation prevailing at Balukpong-Thrizino,” Tagak said  adding that the BJP wants to know if this is the fair and free election.

Tagak while expressing doubt whether the re-polling, which is to be held on April 19 next, will be free of riots or not, informed that the BJP is demanding deployment of army or even para-military forces to those re-polling areas so that voters can cast their votes peacefully and choose whom they want to.

“The BJP have seen two very unfortunate incidents during the simultaneous polls of 2014, one at Yazali where 1.84 crore cash were seized from the vehicle of Congress candidate but no actions have been taken by the Election Commission and another is that the riot have taken place at various places but accused are being released immediately”, Tagak said.

The BJP has demanded intervention of the State Election Commission on the incidents and have appealed it to disqualify Congress candidate Kumsi Sidisow for allegedly causing riots and hatching conspiracy.

The State Election Commission, Director General of Police, Raj Bhawan, and Chief Secretary must wake up and take action for peaceful re-poll process, Tagak added.

 

 

Mopin celebrated at Roing and Darak

ITANAGAR, Apr 17: MOPIN - the main festival of Galo community was celebrated with traditional fervor and religious gaiety at New Multipurpose Cultural Hall, Roing in Lower Dibang Valley district  and at Darak circle headquarter in West Siang district.

The Mopin was celebrated at Roing with the theme, “Mopin Ripin Naglaju Asi-Abir Akumto Losi, Lorek Bume Laju” by the people of Galo community residing in Roing with enthusiasm. The main attractions of the celebration were Popin Dance and beautiful presentation of colourful cultural programme.

Sipi Elapra Linggi, Zilla Chairperson Roing while attending the festival has called for preservation of the rich traditional culture and festival of the tribal community. In her speech, she said “the strength of our tribal society lies in the celebration of our traditional festival wherein we can display our rich cultural heritage.” She exhorted to keep this celebration alive in future too as it is the festival which binds us together in bond of love and peace.

M Koyu, Principal DIET while reading out the mythology of the Mopin Festival said that the Mopin is celebrated every year for blessing of Goddess for bumper harvest, prosperity and wellbeing of the human race.  M Riba, President  and K Lollen, General Secretary, Mopin Celebration Committee Roing – 2014 also spoke on the occasion.

PRI & public leaders, HoDs, Govt employees and people from all walks of life attended the festival.

AALO: Mopin was celebrated at Darak circle headquarter with traditional pomp and gaiety.

Giving his Mopin greeting on the auspicious occasion, Jhummar Tali, Chairperson Anchal Samiti Kamba exhorted the people of the circle especially the youth force to take keen interest in maintaining the culture and traditional values that give distinct identity to us. He appealed the land donors of the circle not to claim back the land and instead cooperate with the administration to safeguard it for the overall development of Darak circle. The mushrooming of private houses and unwanted structures in the circle that is facing land scarcity right now will be the worst thing to come in the future expansion of the circle headquarter. The Darak circle officer who was also present on the occasion also appealed the inhabitants to refrain from land encroachment adding that administration alone cannot solve the problem unless citizen of the circle give their cooperation.

DEO holds meet with political parties and polling personnel

AALO, Apr 17: As a part of preparedness to fresh poll at Tabasora, Nikte, Dasi and Yigi Kaum, the DEO convened a meeting of political parties at his office chamber and with all the polling personnel at DC’s conference hall today. The West Siang SP, EAC, CO and other officers were also present in the meeting.

Initiating the discussion, the Retuning Officer disclosed that re-polling will take place amid tight and fool proof security to all polling personnel on 19th April and wide publicity on poll schedule, timings, promulgation of U/S 144 in the areas of fresh poll, fresh registration of vehicles and ban on plying of vehicle other than election related officials, candidates and agents were intimated to the representatives of political parties. Candidates and representatives of polling parties were also informed that no canvassing or soliciting electors for vote within the 100 meter radius of Polling Station area will be allowed. It was further informed that no vehicle will be allowed within a radius of 200 meter of polling stations. Cellular phones, cordless phones etc. will not be allowed except officers on duty. Metal detectors will be used to stop carrying of unwanted materials inside the polling booths.

The RO informed that section 130 of the Representation of the People Act 1951 stipulates that no person shall canvass for votes or exhibit any notice or signs relating to the election within the polling station on the day of poll. It was also clarified that wearable caps, shawls etc. with political party’s name, symbol or slogan are not allowed inside the polling stations on the day of poll. Everybody was informed that after poll, the polled EVMs and polled materials will be brought to the Reception Centre located at Aalo Club and they were requested to be present at the Aalo Club on 19th April at 5PM during scrutiny of Register of Voters (17A) as well as opening and sealing of Strong Room.

The DEO appealed all present that they should extend their full cooperation to ensure free, fair and peaceful conduct of fresh poll. He also exhorted the polling teams to come up to the task and check their EVMs prior to movements and safeguard Control and Ballot units of the EVMs even under odd circumstances also. DIPRO

 

 

Joint team constituted to contain forest fire in Capital area

ITANAGAR, Apr 17: Expressing concern over the couple of forest fire incidences in and around Itanagar Capital Complex on April 15 night, particularly in the  adjoining area of Dariya Hills and right bank across Sanki River, the forest and environment department in an emergency meeting chalked out immediate plan to control the forest fire.

In the meeting chaired by Dr. Rabindra Kumar, Addl. PCCF (A&V) & Special Secretary (E&F) and attended by T T Toppu, DFO ltanagar Social Forestry Division, T. Sira, DFO  Banderdewa Forest Division and Joram Dopum, Dy. Chief Wildlife  Warden, Naharlagun, a  joint team of field executive staff pooling personnel from all the above three forest divisions was  formed and directed to rush to the spots and take measures to contain the  situation.

The meeting was held under the initiative of the Conservator of Forests (HQ) Hibu Dole.

The patrolling team was also put into service in the afternoon with necessary instructions both for controlling the forest fire and apprehending the offenders involved in causing such incidences in and around the capital complex.

Meanwhile, the local administration and police department have been requested to extend necessary help in the operation and the local people are also urged to  cooperate in preventing forest fires which take a heavy toll of  pristine natural resources. DIPR  

Prohibitory order imposed

Meanwhile, expressing concern over the wanton destruction of jungle for Jhum cultivation and establishment of new settlement areas in and around Itanagar Capital Complex and nearby areas, the  Capital Complex district magistrate Mige Kamki under section 144 CrPC has prohibited felling, clearing of jungles by burning or otherwise for the purpose of jhum cultivation, new settlement areas and for any other purpose whatsoever, in the entire Itanagar Capital Complex including Drupong Reserve Forest and Itanagar Wildlife Sanctuary with immediate effect.

The city Superintendent of Police, Deputy Chief Wildlife Warden, Itanagar/Naharlagun, DFO (SF), Itanagar and DFO, Banderdewa are also enjoined upon to enforce this prohibitory order besides prosecuting persons involved in such activities under relevant provisions of law, as these areas fall under Drupong Reserve Forest and Itanagar Wildlife Sanctuary.  

The DM in its order said that the wanton destruction of forest has become a public nuisance as it endangers human life, health and safety besides endangering the already dwindling flora and fauna of the reserved forest and wildlife sanctuary. Moreover, destruction of flora & fauna by clearing jungle and setting them on fire is likely to cause serious ecological imbalance and environmental hazard.

 

 

Election 2014 in Arunachal: No candidate was serious on chronic problems

Finally, the month-long hectic political activity for simultaneous polls in the state came to an end with conduct of polling on April nine. Barring few polling stations, election across the state ended almost peacefully.

The political leaders and their supporters are anxiously waiting for the election results to be declared next month with their finger crossed. They are also seen busy calculating the winning prospects of various contesting candidates and likely outcome that the election result may produce.

The election reminds everyone of their sweet and bitter memories of the past five years.  Also, the people retrospect the veracity of the ritualistic promises of development that their dear legislators gave them five years ago.

The election was held to elect 49 law makers to the assembly out of the 60 besides two parliamentarians from the state.

It was observed that some of the contesting candidates had gone whole hog in their campaign to woo voters. In between their rhetoric and oratory, the core issues were, however, sidelined. Except making fabricated promises, no candidate has been found serious on the issues of recurring problems of the district, like repairing of the damaged roads, dilapidated bridges and improvement of the communication system.

It is very agonizing to see that some of the leaders are getting re-elected from their respective constituencies despite their poor performance by adopting various illegal practices.

Now, the pertinent question is who will dare to reform the system?

 

 

DBYC organizes training under MIE

ITANAGAR, Apr 17: The week-long residential intensive motivational and skill training for Govt. sponsored trainees under “Making India Employable (MIE)” organized by Don Bosco Youth Centre (DBYC) concluded at DBYC’s residential training centre here today.

The week-long training was a mix of technical sessions on topics such as “learning to live” and “work together”, work ethics, values, dealing with hurt and anger, addictive habits, problems faced by young people, being a Northeasterner outside the region and practical sessions on written and spoken English, interview handling, CV preparation, pubic speaking and group activity.

The sessions handled by Fr. Mathai SDB, Julita Kamei, Bingdo Dindo Naniya, Medorhenuo Tsukru, Pera Licha and Fr. Cyriac imparted theoretical and practical knowledge of skills relating to life and employability.

Speaking at the valedictory function, Ajay Pal Singh, DIG, ITBP, spoke about the challenges that young people face on migrating to bigger cities and encouraged them to count on their personal skills and talents in coping with changing life situation.  The DIG also exhorted the trainees to look to the future with confidence and to work on their talents.

Dr. VN Sharma, State Liaison Officer for NSS called upon the participants to consider themselves to be fortunate to get such opportunities and encouraged them to abstain from repeating mistakes.

“It is human to err, but not to repeat the same old mistakes is wisdom.  The world belongs to the youngster who wants to change for the better”, he added.

Earlier, Fr. CD Mathai, Parish Priest, Catholic Church, Itanagar spoke on Don Bosco, who as a young person, had to do all sorts of hardwork to earn a living and pursue his studies as he was from a poor family.

“This enabled Don Bosco to be very endearing to youth and the Salesians of Don Bosco are trying to replicate the same today”, said Fr. Mathai.  He also called upon the trainees to work hard and be useful citizens.

Miter Jilen, one of the trainees, spoke of the unique training at DBYC which has made a paradigm shift in the lives of the trainees.

With this batch of forty-four trainees leaving for Gurgaon is close to putting about 200 youth from Arunachal for training in sectors such as  Information and Communication Technology, BPO, Beauty, Retail and Hospitality, Travel & Tourism and Business & Commerce.

With this MIE has launched the third batch of training.

Angad Prasad Yadav, Commandant, ITBP and Dzuvi Bano, Asst. Secretary, AAPSA were also present at the valedictory function.

Delightful experience

Dear Editor,

Through your daily esteemed daily, I would like to share my experience of election 2014. I was appointed as Second Polling Officer at Padi Village just 18 km away from Basar town. Several polling officials deputed for election duty has been sharing the problems faced by them. But my experience is quite different from them. As we reached Padi village around 10.00 AM in the morning on 08-04-2014, we were warmly welcomed by HGB, BLO and villagers and our Polling materials were taken to Polling Station i.e. in Padi Dere. While we were busy in making strategy for polling day, HGB came to us and assured that no untoward incidents will occur in the village. I have discharged duty as election official in the last two elections also, but never witnessed such kind of response like villagers of Padi. The villagers were well behaved and very much aware of their voting right. I don’t know which candidate will win this election, but my heart has been won by the villagers of Padi. If I am engaged in election duty next time, I wish that am deputed to Padi village with same team. I salute the service and response of the villagers of Padi village, especially that of the Head Gaon Burah.

Shortage of dustbins in capital complex

Dear Editor,                                        

Through the column of your esteemed daily I would like to draw kind attention of UD & Housing department that in many sectors and colony of Capital Complex due to shortage of proper dustbin people throw their household wastage in open and within an hour it gets converted into dumping area. It creates unpleasant atmosphere around the sectors and colony. Sometimes wastage comes out in the surface of road which makes it difficult for citizen to walk. We request concern authority to kindly construct proper dustbin and renovate outdated dustbin so that people can dispose of their household wastage at proper place. Such steps will make work easier for the department as they can collect wastages easily from the dustbins. We also appeal citizens of all the sector and colony not to throw wastages in open area and keep sector and colony clean.

Let us discourage violence

 

The Election Commission of India has fixed the date for re-polling/fresh polling/adjourned polling in 34 polling stations under eleven assembly constituencies in five districts of Arunachal Pradesh on April 19th. The voting of these 34 polling stations was suspended on April 9 due to either damage of EVMs, boycott or stay away from polling by the voters or poll-related violence. East Kameng, Upper Subansiri and Kurung Kumey witnessed large scale election related violence, some of which was not reported in media.

Many voters complain that security measures provided by election commission were not enough to deter the wrongdoers. Allegation of booth capturing has been pouring in from various parts of state due to weak security measures. It is being reported that election commission has decided to put CRPF in each of the polling stations where re-poll is being done, which shall also ensure to and fro movement of polling teams and EVMs without any hindrance. Hope this measures adopted by election commission will ensure violence free election. The citizen also have big role to play. They should discourage violent activities and exercise voting rights peacefully to elect best leaders among all the candidates.
